Q: What is the contribution of this platform so far?

RC: In the formality, the platform for Portuguese speaking
engineers was established in 2012 through the 1st CELP. Since
that, CESL Asia supports the Macau local engineers and the
AEM, collaborates closely with the Portuguese engineer's
platform. It opened the access for all the Chinese speaking
engineers as well. To emphasize, there were more than 800
Portuguese and Chinese speaking engineers gathered-up in
the 2nd CELP which Macau engineers worked as the glue
to bind them together. Following the success of 1st and 2nd
CELP, I was appointed to attend the kick-off meeting of the
Federation of Portuguese Speaking Engineers Association
(FAELP). Supported by CESL Asia and on-behalf of Macau
Engineer Association, the FAELP was eventually formed
with the objectives of promoting greater synergy amongst
all the Portuguese speaking engineers. Under the FAELP,
regular meetings and common goals have to be conducted and
achieved respectively. Through the FAELP, Macau engineers
are able to extend the network to the Spanish speaking
engineers community, which covers the vast majority of the
southern American countries. In other words, a mechanism or

As a conclusion, I would say, the contribution along the years was vast but hard to quantify by numbers. For instance,
we built a robust mutual trust with the other FAELP members. Despite trust is implicit and invaluable, it is the rigid
foundation that enables sustainable development.

RC：葡語工程師平台於2012年通過第一屆CELP正式成立。盛世集團在平台建立初期便鼎力支持其發展並與
其保持著密切的合作，同時也與內地工程師建立了聯繫。值得強調的是，透過該平台成功吸引了超過800名
來自葡語系國家和內地的工程師。這也是第二屆CELP所取得的另一成就。之後我本人亦參加了葡萄牙語工
程師學會聯盟（FAELP）的啟動會議。在盛世集團和澳門工程師學會的支持下，FAELP成立的最終目標是促
進所有葡語系工程師之間的協同合作。通過FAELP所訂下的定期會議和共同目標，澳門工程師能夠有效地將
他們的網絡擴展到覆蓋至大部分南美洲國家的西班牙語工程師社區。我想說的是，它不僅僅是一個平台，你
可以說是一個機制，或像一個卓有成效地運作中的生態系統。

綜合來說，平台在這些年來所做出的貢獻是毋庸置疑的。當中的積極作用更是難以用數字量化。例如，
FAELP成員之間穩固建立的互信。這份的信任是葡語系工程界實現可持續發展的堅實基礎。

Q: Miguel, as a speaker and also a moderator of the congress, what did you share with the Portuguese speaking
engineers from all other countries? Vice-verse, what did you learn from them?
Miguel，作為大會的發言人和主持人，您與其他工程師分享了什麼？反之亦然，從中學到了什麼？

MAS: Under the main subject of the event, Climate Change, ideas and current situations were conveyed through
interesting and dynamic presentations as well as Q&A sessions. From Macau, we shared the status of the territory,
namely the specifics that concern the region’s extremely high population density as well as the increasing pressure this
puts on the environment. It was also highlighted the importance of engineers in the overall development of sustainable
activities in a society.From other countries presentation, it was shocking to learn the current (and very real) effects of
climate changes on their regions. With the overall population growth in Africa far exceeding its resources, the effects
on the communities will aggravate unless mitigations actions start to be taken immediately.One regrettable truth is that
the countries most affected by climate changes are the ones less contributing to it, which makes even more difficult to
enforce the necessary changes of behavior on the responsible countries.

MAS：因應活動的主題氣候變化，我以一系列的動態演示和問答互動的形式生動地表達了一些想法和實際情
況。就澳門來說，我們分享了澳門在實行環境保育中所遇到的特有的挑戰。包括因為極高的人口密度對自然
生態所造成的壓力，同時提及到工程師對社區的可持續性發展如何舉足輕重。從其他國家的介紹中，我了解
到氣候變化對其他地區令人震驚（和非常真實）的影響。由於非洲的總人口增長已經遠拋其資源，除非立即
開始採取相應的行動，否則氣候變化會對社區帶來日久月深的影響。(另一個令人遺憾的事實是：受氣候變化
影響最嚴重的國家往往並不是氣候變化問題的罪魁禍首。在事不關己己不勞心的情況下，令推動真正要為環
境問題負責的國家的工作變得更加步履維艱。
